Governance fails when decisions are unclear, escalations are slow, or forums exist without authority. This session focuses on how to design governance forums that actually work: clear purpose, defined decision rights, and effective communication.

It aligns directly to Gate 8: Communication in the 8-Gate Framework, showing how transparency and cadence sustain governance over time.
